If a resident uses an alarmed seatbelt and cannot remove it on command. He moves around in his wheelchair independently. Is this considered a restraint?

A: Yes, this would be considered as a restraint. The definition of a physical restraint is "any manual method or physical or mechanical device, material or equipment attached or adjacent to the resident’s body that the individual cannot remove easily and restricts freedom of movement or normal access to one's body". In Section P 0100, G should be checked since the alarmed seatbelt cannot be removed by the resident and thus prevents the resident from rising.
